六 |          　　“加强对民营企业的司法保护至关重要。”张鑫辉委员建议法院提高涉企案件诉讼效率，为涉企案件开通诉讼服务“绿色通道”，门诊式快速审结各类涉企纠纷；针对涉企案件实行生产经营影响评估，使具体司法措施对企业生产经营负面影响降至最低；将善意文明执行理念贯穿财产保全过程。

七 |          　　“要有效解决政府拖欠企业账款问题。”马驰委员认为，地方政府应建立健全债务管理制度，明确债务举借、使用、偿还等各个环节的责任主体和操作流程。针对机关、事业单位、大型企业向中小企业采购工程、货物、服务所形成的账款拖欠，进行全面排查并建立台账。

八 | 同时建立健全监督机制，加强司法工作力度，高效办理拖欠案件。

九 |          　　何宜群委员表示，要找准审判与服务的“公平秤”，切实加大对涉企案件的审执工作力度，尽力为企业提供优质便捷的司法服务，全面保护和激发经营主体活力。牢固树立谦抑、审慎、善意理念，对重点企业、暂时经营困难的中小微企业，依法审慎采取惩戒措施，给予宽限期，及时采取信用修复措施。         　　省委党校政府治理研究所主任左佳认为，应从加强法治政府建设入手，积极回应民营企业关切。她建议，提升政策法规的覆盖面和实用性，建立快速响应的动态调整机制。坚持对各类所有制企业一视同仁、平等对待，持续清理妨碍统一市场和公平竞争的政策措施。
